Millersville Mayor
I have lived in Millersville for over 30 years. I am a graduate of Millersville University of Pennsylvania and have worked as a behavior analyst and a Pennsylvania certified school psychologist. I am currently in private practice.
I previously served as an educational consultant for the Pennsylvania Training and Technical Assistance Network (PATTAN) and served as co-lead for the PaTTAN Autism Initiative for over 15 years. In that position, I was responsible for leading a large group of educational consultants and organizing one of the nation's largest conferences dedicated to educational services for students with autism.
I have also developed and delivered competency-based training to thousands of participants from Pennsylvania, across the United States, and internationally.
Issues that are important to me:
I'm Gregg Barley, and I own Phantom Power on Frederick Street — a microbrewery, event space, and concert venue.
Over the past five years, we've hosted a wide range of musical and comedic acts, from local to international fame. These events often attract visitors from out of state, who in turn support other Millersville businesses.
My wife, Rachael (Millersville University alumni), two young children, and I are proud to call Millersville home.
Issues that are important to me:
I’m a 1998 Penn Manor graduate, with a Master's in landscape architecture from the University of Pennsylvania. After 8 years as a practicing designer, I have spent the last 13 years working in the sustainability sector. My husband and two children (now at Manor Middle School) relocated to Millersville in 2016, and I began serving on the Millersville Planning Commission in 2017.
With a passion for our community, I ran and was elected to the Borough Council in 2019. I served as Vice President and President for two years each. While I did not immediately run for reelection, I feel that I can continue to have a positive impact on my community by returning to office in 2026. I hope you'll support me for another 4-year term.

I have lived in Millersville for the last 11 years with my wife and two kids (who attend Eshleman Elementary).
I served in the PA national guard for six years, from 2001-2007. I have a degree in information technology, and I currently work in the construction field.
I want to help build a sustainable and prosperous future for Millersville.

A 29-year Millersville resident, I bring experience, dedication, and a fresh perspective to local leadership. With 12 years on Borough Council and 18 years of service with the Blue Rock Regional Fire District, I have a proven record of commitment to the community. A skilled problem solver and respected professional with six patents in biomedical research, I offer strong analytical and people skills to navigate challenges and bring positive change.
I am a devoted family man—married to Carol, a Millersville University graduate, for over 47 years. Our daughter Laura, also a Millersville grad, and her husband Ben, a Penn State alum, have two wonderful daughters of their own. Being an engaged and proud grandfather inspires my vision for a Millersville that future generations will be proud to call home. I believe in fairness, respect, and working together for a stronger Millersville.
